Background
Natural disasters, especially extreme floods and storms, are increasing worldwide and in Germany. They not only cause significant economic damage but also affect basic medical care by damaging or destroying critical infrastructure. In an emergency, a rapid restoration of medical services is crucial to prevent negative health consequences, including psychosocial support. Mobile solutions such as the German Red Cross' Mobile Medical Care Units are important, but currently, due to their limited flexibility, they are not suitable for hard-to-reach areas.
Objectives

- The goal of the KABINE project is to develop a step-by-step plan for the fastest possible restoration of basic medical care.
- The telemedicine KABINEN should be made available on-site immediately after the disaster response. For inaccessible locations, air transport should be made possible.
- In the acute phase, the entire KABINE system should assist in the triage of patients into different treatment categories.

- Medications and other medical supplies should be delivered to the KABINEN via drone transport.
Methodology
In KABINE, (a) the development of a medical-organizational overall concept and (b) the construction of a demonstrator for integrated telemedicine examination cabins will take place.
The following dimensions will be considered in the step-by-step plan.
Expected Results
- Development of a functional demonstrator, successful usability testing with non-expert users
- Demonstration of clinical benefits for use in disaster scenarios through evaluation in a simulation environment
- Presentation of a medical-organizational overall concept for disaster scenarios, evaluation of acceptance by doctors, institutional users, and laypersons through evaluation in a simulation environment, as well as external assessment of the overall concept
